Only contacts who can receive mail. Unsubscribes, hard bounces and complaints are suppressed and stop counting.

Two team seats are free; each further seat is NT$99 a month, taken from your credit (the first month when you send the invite). The price list is set when the account is created, by the first page you arrived on (remembered for 90 days): /tw/ means the Taiwan list; any other page lets your browser language decide, and a browser whose first language is Chinese (Taiwan) — zh-TW or zh-Hant — gets the Taiwan list. Support can move an account that landed on the wrong one.
No. The free plan needs no card. You only reach Stripe when you choose a paid plan or buy credit.
Yourself, your team, and readers who confirmed through your subscribe page, plus up to 50 imported contacts a day (200 in total) so you can try it for real; that allowance pauses if those sends bounce heavily or draw a spam complaint. Verify your sending domain (three DNS records) or add credit to send to your whole list; either one also lifts the daily cap to 5,000.
Further emails draw on your prepaid balance at US$2 per 1,000 (Taiwan accounts pay their per-email NT$ rate instead). If the balance cannot cover the whole send, the send is refused before anything is queued or charged, and the app shows what it would cost and how much you are short, with the top-up or upgrade one click away. Nothing goes out half-sent.
Yes, from Settings → Billing, effective at the end of the current period. You keep the plan until then and drop to Free after. Prepaid credit stays on the account.
Not on the USD plans: seats come with the plan and are never sold separately — two on Free (you and one teammate), five on paid plans, fifteen from 10,000 contacts up. Taiwan accounts get two free seats, then NT$99 per seat a month from credit.
