Buy credit when you need it. Sends draw it down at the rate for that month's volume — the tiers are graduated, so a big month gets the cheaper rate for the part of the volume that reaches it.

Minimum top-up is NT$100. Credit does not expire. If we accept a message and the provider then refuses it, the credit for that message returns to your balance automatically — you are never charged for mail that did not go out.
A per-contact plan charges for everyone on your list every month. A per-email plan charges for what you actually send. The two only converge if you mail your whole list several times a month.

No. The free allowance needs no card. You only reach Stripe when you choose to buy credit.
The send is refused before anything is queued or charged, and the app tells you exactly what the send would cost, how much of it the free allowance covers, and how short your balance is. Nothing goes out half-sent.
Credit is prepaid and not refundable in cash, beyond what the law requires. Credit for mail we accepted but could not deliver is returned to your balance automatically.
